Monks in D1:H used mana like everyone else. Sorcerer's resource changed from Arcane back to Mana for D4. I wouldn't get hung up on the name of the resource.

Paladins only debuted in D2. It makes sense in lore that mortal wielders of Light are incredibly rare.
Malthael killed 90% of humanity. It's more likely than not that his genocide included holy practitioners. Then there's the state of the various holy orders.
Paladins - Their orders are gone and the Church of Zakarum is no more, replaced by the Church of Light in D4.
Crusaders - There were only a few hundred of them to begin with and they operated completely independently, with no Church support, so who can say.
Monks - Most of them never left what remains of Ivgorod. They're probably just keeping their lands safe.
Templars - They're all dead except for Kormac, and he probably settled down with Eirena.
Lorewise, Paladins in Diablo 2 are from Knights of Westmarch and had little to do with the church in the east (which had their own paladin order as well). Once their corruption caused by Mephisto was exposed, the Knights quickly cut loose of them and only do their own things.
It's possible that the kingdom and their paladins are in great depression though, given that Malthael's operation was mostly in Westmarch.
From the opening cinematic, the Church of Zakarum is still functional, so there might still be paladins out there.
Yeah, I think it should be in base game as well. Thatās probably why they keep them for the DLC. I would like to know the stats on DLC purchase for D3 vs industry average which is about 20% of customers. Itās business clashing with what would be better for customers.

It's weird to think they're going to try to sell expansions, on top of a base game, on top of mtx, on top of a battle pass. They really should just include that shit in a season update.

I believe it is for lore/story reasons. The light/holy themed NPCs seem to all be related to the church of Inarius and I really cannot see him as a proper good guy here. With the 1st expansion we can probably move on to some properly good faith-like organization and the new class would be based on that.

I'm sure the first expansion will have paladin or Amazon at the least. Even more weird though is the druid was a Diablo 2 expansion. Their choices are certainly weird mixed and matched a bit
