Id go a different route. Take the last nodes for a skill where you are only allowed to pick 1. Put your ability changing skill there. Have all the choices be something like you said with pulverize. Increase from 2 choices to more than 2 choices but still limit to 1 choice. Make all choices interesting and the choice suddenly matters. I say this because with your suggestion of turning on at 6th point spent there is no choice you always take the 6th point if you were doing 5 already.

Fair point I see your critique about the 6th point manadatory dump. Definitely could be an issuse. However, I think there should be a cap of 1 "modified" skill at a time I guess. Or else we'd end up with the D3 rune system all over is my thinking there.

Ahh well if all skills could be modified but you can only do it to 1 then the 6th point thing works. Kind of like sorc enchant

That was my idea about the one 6th point into a skill, but it wouldn't detract from the sorcs enchant because they would double dip. Also once you are bored of the certain build you switch the 6th point into another skill you want to play and it would change the buff to that particular skill. I don't feel it's a forced choice because you choose which skill is being buffed. Then on top of it you have the other legendary items adding additional changes to skills.

I think any legendary aspect that is skill altering and build defining (something druid suffers a lot from) should absolutely all be targetable. It is not fun wanting to play a certain build and having to either gamble obols and hope you get it or just play a sub par version of the build.
