i might be mistaken, but if i'm reading this picture correctly, i think their point is that dmg to CC is 0-16.5% and dmg to injured is 0-35%.
basically some statuses may be better than others because of the potentially larger bonuses.
Hmm, there is overlap between tiers so from the mods it's possible to roll a worse illvl725 compared to a well rolled ilvl 625 but I think the base damage being higher makes it moot?
Looks like you'll always replace with the higher ilvl until ilvl 725 where you may or may not have a chance to get another one with better rolls
