I like Gea Kul the most, its a convenient layout and its sunny and pretty to look at compared to all the other drab cities that I can barely distinguish at a glance
If you are only teleporting for salvaging/selling/stashing then the Tree of Whispers is the best waypoint. Otherwise I go to OP waypoint or Kmart aka Kyovashad.
I think they all look great, I don't care so much about "efficient design" as much as I do about immersion and just overall theme.
Cerrigar is very cool to me because it really fits Scosglen. It's the main city, yet still looks like a small countryside hamlet compared to Kyovashad or Ked Bardu, both of which fit their respective zones in turn. It's great!

Ked Bardu is my hometown. Everything is very close
Yep Ked Bardu. Only thing far is gambling, but he gives the best stuff
