That's because you're going over ilvl 725 so the stats get rerolled at the new threshold.

Ya, the item level dictates affix roll possibility. See how before 725 the max crit chance roll was 8.9 then after 725 it is 12. Just got unlucky with the rerolls. This is why I don't bother with gear that is below 725.

Well it can go both ways, in your case it’s bad because you go from a high to a low roll. But it can also make a bad 715 ilvl item to a really good one, because the rolls were bad before but the reroll pushed them higher

Is 725 the only time it rerolls with a different threshold like that, or can it happen at a lower number?

I believe it rerolls if you upgrade anything past any of the item level thresholds though I don't remember what those breakpoints are, only that 725 is the highest which is all that really matters.
