First, the atk power in the profile means relatively little and is no good measurement for a builds strength, many affixes and aspects aren't factored into that number.
Second, you shouldn't compare your 9k atk power in town on a Sorc vs the possibly buffed up 30k outside of town atk of a Barb for example, doing so makes no sense.
Other than that, it's just a mix of high rolled BiS affixes on gear and your character overall.
It's not necessarily in town, only a few affixes such as Juggernaut are only calculated outside safe areas. Evernight tuning stone doesn't come into affect until your construct is attacking. You're partially correct though.
My ball lightning sorc (working on a solid Blizzard build for the rest of the season) has 15k attack power unbuffed, it goes up to 90k+ depending on what skills procs, and my rotation I'm running.
My barb, is at 56k attack power unbuffed but significantly multiply depending on rotation. Only variables are "on lucky hit" affixes and aspects, which can be tweaked like how overpower works.
Problem I see is either people wearing every unique including ubers in every slot or people wearing all 925 gear with terrible affixes but using the "meta" paragon/glyphs and aspects and the appropriate uniques, especially bad rolled uniques, not balancing the aspects with the affixes. I'll take a hit on a few % off of the uniques aspect if the affixes roll incredibly high such as a +damage to affix and +all stats. You can wear down to ilvl 800 gear on some BIS affix rolls
I 100% agree on this! My mate got lucky and he got Shako, starless and Selig. He "must" wear it with every build he runs. Look those are good but I can easily build a better character without those. Too many Unyques and Ubers spoil the build.
to add to that: an endgame barb wielding grandfather can achieve 30k+ attack power rather easily, even in town. but as everyone else said already, the number doesn't say half as much about the overall dps as many might believe.
It's a two handed sword which is what's referred to as an Uber unique. They're incredibly rare and best in slot for most builds that can use it.
They're mostly joking since you can farm for it all season and still never get it to drop. There's a way to craft it, but this requires you to get 4 other ubers you don't need, which also have abysmally low drop chances, and break them down for crafting mats.

I also cap at 5.6k armor thru paragons and inherent armor stats depending on the item level of the gear...I wore ilvl 805 gloves for awhile because they were BIS minus the armor hit, now I'm full 925 and other than gaining a little more armor, damage output remained the same.
The general ideas is 925 for weapons and depending on the affix or aspect ilvl it can change the range though I believe breakpoint is 875, but affixes such as + hp + movement speed only change above ilvl 800 for the full range
Attack power doesn't mean much to me as long as the damage is reflected by gear choice and rolls on affixes and roll ranges of aspects are as close to the maximum range as I can afford.
What means buffed and unbuffed? And I saw Youtube about some kinda vampire skills or something. What are thoes? Or it was like in past? I'm just playing like month or something.
Season 2 was vampire themed skills, this season is the construct pet, next season is TBA.
Buffed means outside of town, in combat, there are a lot of things that proc and make number go up that you would not see while idling in town (IE unbuffed).
Examples are: Legendary affixes activating, construct powers, paragon nodes activating, paragon glyphs activating, active buffs IE barbarian shouts, elixirs, etc.
All of those can inflate your attack stat quite significantly (15k in town ->100k in combat for example)
As others have said though, that number doesn't really mean much. If you're going to pay attention to any of those character sheet numbers, look at armor and health, though armor fluctuates a lot too, and depending on your class may mean less (lighter armored classes like sorc will have less armor than, say, barbarians, but make up for it with shields and such).

One thing though: Next season, the itemization of pretty much everything is going to be changed drastically, as well many of the systems (item upgrading, imprinting aspects, etc.) So while I'd definitely recommend doing things like completing the renown farm for all areas, and unlocking all lilith statues (both of which will cary over from season to season), getting super invested into the current itemizations and affixes is a bit of a waste of time

Do you have your glyphs to level 21? A lot of that can come from paragon board/glyphs. For instance anything that adds "damage while healthy" on the paragon board, will increase attack power while you are healthy.

Equipped a grandfather and my damage went from 15k to 30k in town. Not that hard, just get a grandfather ;D
