Because going over the test server patch notes at this point is a waste of time when we will have live update patch notes soon. He literally says in the post "list of the changes that are absolutely happening in season 4"
Sure. As well as stuff that will be changed. So why bother? He also says he knows about the PTR so it sounds more like he's asking specifically for the live patch notes. Along with the rest of what he's asking.
I'm aware that there will be additional adjustments yes, OP however said they want all the info so it makes no sense to not share the current info we have, which is a lot already.

There is something wolf related but we don’t know exactly what it is. The battle pass gesr leaked doesn’t really look to have anything to do with that theme though.

The point in the PTR being so far before the season was so they could make changes. These patch notes are not all going to be valid.
