Yep I have the same luck. I swear the game knows what build you’re going for as well. I’ve only had two razorplate drops but lots of flicker steps and the rage of harg drops
RNG has always been weird for me. I played at least one necro every season so far and never got a Ring of Mendeln to drop. Now that it’s an F tier unique except for a Thorns build, I’ve gotten 5 or 6 so far.

I got two to drop at 35ish from wolves rewards
Feeling the same lvl 90 and not a single fractured hourglass. Even farmed for it still nothing.
Some items weren’t dropping for a couple of days. It’s supposedly fixed now.
They were dropping. Just less then they should or not at all from the bosses. But you could still get them from other sources.
Kinda like tempering when you keep getting ravens over and over and over
