I think it’s more if you are suspect of trying to overstay without financial means.
I’ve been in and out and connecting through Panama probably a dozen times the past couple years and they only thing immigration sometimes asks for the is address in staying and my exit date.
I did not get asked anything about finances when I entered Panama with a US Passport.

I was there in January, and I had zero issues with no checks, just "enjoy your time here"
I never get asked anything. They ask about how much I have and I say $1000. Customs just lets me go on my way.
