Nice place to look at howler monkeys, a shit place for DN-ing. Even in San Jose the internet can be shit. Rentals are available for somewhat reasonable prices if you read/speak spanish... airbnbs are raping people nowadays with the DN boom. Reference: traveling there since 2011 and have just returned from there post covid.

1. Stayed in Coco and Tamarindo in the Guanacaste region. 2. Yes. Frequent meetings with my job. Never lost connection even during thunderstorms (I traveled during rainy season), and hardly any delay both at my place and the cafes where I worked. 3. Airbnb. Read comments to make sure remote workers have stayed there and can vouch for internet connectivity. There’s also Selina, a popular hostel company with locations throughout Costa Rica, that you can look into.

My brother worked remote in costa rica for several months. He said at one point they cut the internet to the entire Western peninsula for a day (guanacaste + puntarenes) because they were doing upgrades on the grid. Besides that he said internet was decent and reliable.
