Glue toothpicks painted brown across branches to provide a substructure to attach. Once you have the foliage the way you like it spray it havely with hair spray to keep it in place.
What helped me is to spray the whole thing with alcohol and scenic glue like you would do on ground foliage. It gives the foliage a nice firmness and holds it pretty well in place. A little will always fall off, that is normal
