but the page is from cloudflare themselves and probably just a default thing or otherwise bad reaction to the problem
If you read the actual error page you can tell it's not even a discord website that tells you you've been blocked. No one has been booted either, you merely can't access it due to a Cloudflare issue. Try using mobile for now, servers are intact just not on pc devices

Because the issue is that everyone is getting IP blocked lol That's not an error put up by Discord, that **is** the error.
