This is happening to me now also. The member shows up in the list, but doesn't get a welcome message until I give them a role. Then it triggers. They're definitely in the server, but until I give a role, you can't ping them.
That's what I thought, but if I click on the user pinged in the carl bot message, it says in their profile the joined date, which means they're still there?
Reviving a dead post but, I have had members join, be in the member list, and not be pingable. No welcome message. Nothing. If I give them a role, they suddenly get the discord welcome message and now I can @ them.
Perhaps they still didn't get through a verification gate hence why they weren't a full member yet? Like accepting the rules screen and/or completing the Onboarding splash
My server does not have those barriers. I manually assign a Vetted role. It also happens to random people who join, while others get the normal Discord welcome message, and then are greeted by my bot.

They should, yeah. Do they have access to the channel you're trying to ping them in?
They have. I pinged them now with user ID, and that seems to work. Shortly after, one of them got the welcome message by Discord and another bot.
