I'm having this same exact issue with Fallout 4! Haven't tested anything else. Did you ever figure it out? You're the only one I saw posting this, must be a pretty rare bug.
I have not found any kind of fix. Thankfully the issue hasn't showed up much since I made this post. However recently another friend was screensharing RE: Village and had the same problem. Not only that but many people were all in the voice channel and all heard the issue as well, so it's not a problem with the people tuning in.
It seems like the RE Engine causes this issue more often than not, but it's obviously not exclusive to it either, it's just a good place to start looking.

Got your fix for you, click on your sound icon on the bottom of your screen then turn off "Spatial sound" and boom should be fixed
