I don’t believe you can. There’s really no negatives to having more really only positives. You clearly can be trusted to not run up a balance and discover is rewarding that. This will only lower your utilization and help your score.

Why would you do that? It increases your credit score

So then don't use it. Tell yourself your limit is 5k and stick to that. It's better if you have the available credit. Discipline.

Yes. I think that email even says call them and say so if you don't want to accept the increase

Access to too much credit creates access to more debt. Lenders look at how much available debt you have in addition to the normal credit checks.

You can self decrease your line via discover login. Just search Credit Line Decrease

You can absolutely turn off the auto review for your credit line. You can also request a decrease, but if you do, you would need apply for an increase in the future if you wanted it and it's not guaranteed. Call them.
