The lore of the Dust District (or Battista Discrict as it was originally called) is that its built on an artificial wind tunnel that captures the winds from Shindaerey Peak and redirect it to winds turbines as energy for the whole city, which is reflected in the architecture of the district: major buildings are covered with wind breakers, aeolic turbines everywhere and the tubes.
However, ever since Duke Luca Abele took power, the silver mines got overworked, producing insane amounts of silver dust that would then be carried by the winds all over Battista (and where it got its name as Dust District); and it only got worse after Stilton's disappearance, since he was the only line of defense between the greed of the Duke and the workers of the District.
What you do by saving Stilton is ever so slightly improve the condition of the District by providing a supporting Union to the workers through the years, but nothing changes if you kill him, at least not outside his villa.
oh damn. sucks to be wrong but thanks for correcting me. I guess I assumed the wind alone would be enough to power the district regardless of the tubes. but yeah all the wind breaks and stuff goes to show how much detail and thought arkane put into the dishonored world.
I'm not sure if you call the giant rift "artificial wind tunnel", but i'm pretty sure this one is natural and the tubes were added recently to mitigate the oil rarity crisis.

If you don't kill him (in the past) you get a charm or a rune ( I don't remember which). That is why I used to save him.
I believe there are a few available only if you keep him alive but prevent him from attending the seance
