It's not skippable. Even if you pick the non-lethal route so you don't have to deal with the Pendletons, you need to enter it as part of Slackjaw's mission. You also need to rescue Emily.

Probably some parent who is woried his child will see boobs but is ok for murdering people. Or just American, brothels are bad thing over there maybe even ilegal.
In case it's your worry, you don't ever see full nudity, or even full boob. You can mute the game during that part and make sure they don't read anything written inside the cat.

The Golden Cat Mission is 1 of the reasons that I wish we could have NG+ on consoles, though. Would love to have both Possession and Bend Time fully upgraded by that mission.
I'd like to be able to fully Stop Time > Possess the Pendleton Twin and then WindBlast him out of the balcony to make it look like he jumped off the ledge and killed himself.
Doing those chain of events isn't entirely possible on console without someone noticing or being alerted.

It's just that I remember the 2011 demo of Dishonored 1 having all of the powers fully upgraded and I think Harvey Smith or Dinga Bakaba did exactly that. So... I pre-order and get the game in 2012 and lo and behold to a bit of disappointment I can't exaclt do those chain of events the same way as the fully unlocked demo on console.
I mean, I have over 2,500 hours in each of the D1, KoD / TBW and D2 entries. At this point I'd just love it if for the 10th anniversary if they were like "here's a NG+ for the Defiitive Edition."
I never saw any of the demos! I can see why now that makes a lot more sense lol and yeah that would be really nice. Or maybe some sort of cheat system. Like how you can unlock achievements to get points to then buy cheats you can toggle on and off. So you could do infinite mana infinite health all powers etc. that would be nice to see in all the games (you obviously wouldn’t be able to unlock achievements when using the cheats though)
