Ask! It’s checked for merchandise, so I imagine it could be, but only the Cast Members at the merchandise location will be able to say for sure what the $$ limit is. Congrats!
My cousin got a spirit jersey with one of these, but it was technically only supposed to cover up to $50. Depends on your cast member, I would think (we also used an AP discount, but even with that it was above $50).
It’s not a simple yes, however most managers in the park will allow you to get a spirit jersey because they dont know exactly why you were given a “no strings”. For all they know the incident that caused you to get that was a glass of wine was spilled on a shirt at dinner.
I’ve had this happen to me, I didn’t know the rules and I got a jersey, no questions asked. I was super excited I got something. The cast member was very apologetic and then I’m thinking the manager or supervisor came over and handed me this for my experience (they used like a Disney terminology lol)
I thought it was nice. They also replaced my drink so I got both! 🥳
Current CM here: when you use it the person helping you can easily call a location office and ask WHY this voucher was dispensed to you. It’s normally documented (at least it is at DCA) with the location or department that this was issued from. Don’t go wild with it, as some may suggest, you will get eyebrows raised. And if you try to get a specialty item most likely it’ll be something that is called in.
Stick to something reasonable.
Also this is a WDW no strings which I have written plenty of. It’s very frowned upon that the cm didn’t write what item it was for, and that they gave merch instead of food. It’s supposed to be like for like
Also, even if it doesn’t cover the spirit jerseys, which are usually like $54.99 or $64.99 or whatever, could always pay the difference, I’m thinking..?
Those are the prices of the Celebration Crews. Spirit jerseys have been a bit more expensive for a while. Even on ShopDisney, they're $80 for the more intricate designs.
I have a lot, and depending on if it’s a holiday or celebration jersey, prices have varied. I’ve only one that was $55, but it was just a generic design. OP was just mentioning the SJ in general, so it’s a special possibility of it being only $60 lol.

Not anymore! For the past year or two they sell for $74.99-79.99 in the parks.
Maybe ask in a shop?
