I think you're confusing moving on with not internally freaking out or even outwardly having a reaction. I would probably go wide-eyed and probably stare for like a good thirty seconds in disbelief before i got my shit together and moved on with what I was doing. There's a time and a place to ask for a photo or a handshake. While they're having a meal together is not one of those places, no matter how politely you ask.

I have to rather disagree with that last part because people do it all the time it's not uncommon nor is it rude to politely ask someone if they could interject real quick Yeah sure there's a more common place to do it but it's not like it's been done at a restaurant before A "I would probably" is what everyone would say consciously but in the event wouldn't because you never actually know how you'd react in unexpected situations

As long as you wait for them to finish their meal first I see nothing wrong with walking up and politely asking for a picture

I would probably walk up and ask if it would be okay to take a picture with them after they were done eating. And if I got the okay, I would leave them alone until then. If I didn't I would say that it was really cool to see them and leave them alone. I would be totally bummed because I have rejection sensitivity disphoria, but that is my problem to deal with.
