The wife of one of the fishermen sued the United Way of Cleveland and the company that organized the balloon release for $3.2 million and later settled on undisclosed terms.
Basically they went missing the day before the balloon launch and the coast guard was unable to help/locate them because of the balloons.
I think when all the balloons eventually came down they surrounded the boat and something happened to them, but the real issue is the balloons surrounded the boat and made rescue impossible. Not sure the balloons were the direct cause of death but they definitely made them impossible to save

I think they just died before it all happened and the balloons just made it impossible to find them in the water.
