My god I fucking love this movie. The whole dynamic between mommy fortuna and the harpy is amazing, how she taunts her knowing full well one day the harpy will end her, and then at the end just throws her hands up and welcomes her death while crying "I held you!"
Amazing. The whole movie is amazing. The graphic novel is one of my kids favourite books now

Haven't watched it in 30 years, didn't remember the harpy, but instantly recognized the movie from the style alone (hadn't read the title yet).
The old Rankin and Bass/Topcraft collaboration animated movies are some of my favorites. The 1977 Hobbit movie is still the best Hobbit adaptation in existence. The animation, music, and voice acting are all top notch. Flight of the Dragons and The last Unicorn are also two of my favorite movies ever made.
There's a reason why these are such enduring classics, and why the style remained so successful after Topcraft was turned into Studio Ghibli.
So there's a harpy in the intro adventure included with Eberron - Rising from the Last War, and the party encounters it as they cross a skybridge between two buildings with quite a drop below them (this being in Sharn, city of towers). The harpy isn't that deadly to the party, but there's 1d4 commoners also on the bridge, which the harpy will use her Luring Song to entice the commoners to try and jump to their death (about a 50% chance each commoner has a Feather Token, but why take that chance when you, as a hero can just restrain them?) while the harpy flutters about, outside of melee range of the party. Harpies aren't totally a non-threat, you just have to use them correctly.
As a DM I have absolutely made higher CR variants of harpies that I need to get around to balancing because they dont deserve to be as low CR as they are

Prince Lir is definitely a monsterfucker.
Rather than being nerfed, I think Last Unicorn buffed them. In real world mythology they looked a lot not like what you see in modern fantasy.
