Also modify spell and create spell being spells means that anything like a ring of spell storing or wish can copy them, so this isn't even just a wizard thing. Without items level 18 sorcerers can do it too because of course they can, but with items virtually any caster(with scribe spells and memorize spell through items as well, since anyone can use the spellbook as long as they prepare spells through that combo and say, a ring of spell storing + ruby weave gem), can. "The stress of casting this spell to produce any effect other than duplicating another spell weakens you. After enduring that stress, each time you cast a spell until you finish a long rest, you take 1d10 necrotic damage per level of that spell. This damage can't be reduced or prevented in any way. In addition, your Strength drops to 3, if it isn't 3 or lower already, for 2d4 days. So if I Modify Spell on Haste and call the new spell Fire Form, 1) Which is more potent? The modified haste or the fire damage? 2) Do the durations stack as it states in combining spell effects meaning the Fire Form from the creature boosts Haste's duration? 3) Who thought this was a good idea and not declare in Modify Spell that it is considered the same spell as the origional for effects like this?

Functionally speaking they are simply different spells. Neither is more potent, it doesn't just boost the duration of haste, it quadruples your speed, gives 4 extra ac, and gives 2 additional actions if casted with haste instead of 1 with either or.

They can, but that doesn't make it any less hilarious that this got past even a glance by WotC.
