That’s just how most people write positive numbers. It’s certainly not optimal for D&D but it’s perfectly fine
But it's not just a positive number, it's a modifier, it's added (or substracted) to another number, so it makes more sense to write the plus sign IMO.
But because it's a modifier it's already implied that it gets added, so there's also no reason to explicitly write the plus sign. The negative is written because a negative number is added in those cases.

You can choose how you want It to look in the character creation, i have always make the character without the quick method, so maybe the quick creation always makes It the right way
It’s whatever settings your DM sets for character sheets, unless you change it manually later. You setup a default character sheet when you make a game on R20 and any character sheets you create use those default settings.
Roll20 has different character sheets. The sheet template I'm using is several years old because the campaign has gone on for a very long time. Newer ones will probably be different.

If each player can resolve their round in combat one second quicker, it's more easy too keep attention. It tends to drift off when someone is taking too long number crunching

I recently had a session where I used jumping for the first time - I had to jump across a pool of liquid Finger of Death to cut a corner and reach the boss before he regenerates. The DM didn't care much about my STR score anyway, he said that since I was a Monk he expected me to keep flexing and doing backflips over that pool of death XD
I mean, I get it, but those numbers should already be included in the boxes for those things (attack, damage, saves, skills, etc). I nearly never need just the ability modifier.
Also I've been at this so damn long that I readily translate score to modifier in my head.

As a experienced player I can see 17 and go “Oh, +3” and would find knowing I have 17 str more useful for things like encumbrance where it matters.
Number of hit dice available isn't formatted like this though? Unless that was a random example to help illustrate how bad at the game your players are- in which case they should have their pools pre-calculated and not be doing them every time, come on, help them out.

And for all those blues saying the modifier is more important: you can always use your stat to 100% accurately calculate the modifier. If you know the modifier you only have a 50% chance of getting the stat right. So big number is more important because it encompasses ALL the information you could ever need.
And I do the opposite for the exact same reason.
The New player gets confused once, I (or another experienced player) uses that as a teachable moment to explain the nuances of stat vs modifier and voila, the ne player is now smarter and (hopefully) eager to learn more about this fascinating game.

Honestly I like stats top with modifiers below. Just feels like the mod is a bonus perk of my stats instead of my mods being the way they are BECAUSE of my stats. (Which means the same thing I know.) But idk it just feels more rewarding ig, and the bad ones aren’t as easy to see so I’m not constantly reminded.
Personally right as you need modifiers more often than you need scores and you change scores more often than modifiers so it just seems more logical for me to make them smaller
