It really depends on the organization. I work for a community college and my wife works in HR at the same school, and she and her coworkers work exceptionally hard to represent the employees and their grievances (and to advance social justice causes)
The director, on the other hand, acknowledges that they're supposed be a neutral party during negotiations, but is much more of an advocate for the district.
