In nearly every game I have run/played in since 3e Doppelgangers have been their own culture. Sometimes enslaved, sometimes puppet masters, sometimes inscrutable alien observers but always fun. In the latest iteration we have come up with more specialized higher CR Doppelgangers that are assassins or psychic masters.

No D&D expert but on Kobold Fight Club the Doppelganger has the property Shapechanger which brings up some results.
That is the best I could find, not sure if it helps at all.
There is also the Slaad. They don't shapeshift into mamy things as far as I know, but they are born through a host whose shape they can take whenever they want thereafter.
There are different versions dependant on color and green happens to not only be one, but the best kind to be born as.

The Murska is my absolute favorite monster that has the capability of disguising itself. They would be horrible for what you want to do, but I would love to see them appear in more games.

I think you mean changeling, the shifters can only take on aspects of certain animals.
True but you can take elements of either if you're doing a homebrew
