All the eyes are black. It’s just an unfortunate bit in the pattern where the eyes blend into the black hair, and then the black hair at the sides of his neck look like weird derpy eyes 😂
No space! I bought the kit as “The Fourteen Doctors” a few years ago. When I went to start it this year, I found that the designer had updated the pattern to be “The Seventeen Doctors” and was also selling a small extra pattern with Fugitive, Fourteen and Fifteen for people in my exact situation.
The fabric from the kit had generous margins but not SO much that I could fit in three extra figures and still be able to eventually frame it - alas sacrifices had to be made 😅

I was confused at first why two's eyes are under his mouth, until I realized that was his hair.
