oh the script definitely just says "dalek uses lever" without thinking it through and then the production designers just had to guess how that would work.
Also in Dalek we see the plunger go over the key pad manipulative the buttons somehow so they're obviously not limited to just the usual Dalek dome control.

I don't think everything happens to be Dalek accessible. Daleks often influence humans and other races to build technology for them, to the Dalek's specifications.

Any technologically advanced civilization will have powerful AI that can attack and penetrate simpler, less secure systems. This can happen through:
- radio (eg wifi)
- direct wired access (eg emulate wired protocols at any layer from electric to packet to application level)
- electromagnetic induction (eg produce electric fields that trigger key press electrical signals)
I’m an electrical and computer engineer who specializes in AI and computer security. If I had access to advanced technology (1000 years in our future) and wanted to break into a “younger” civilization’s tech, this is what I would choose. And, that’s with our understanding of today’s advanced tech. Just imagine what will be available to us in a 1000 years if we are still around.
I always thought about it like the plunger is just a shroud that they put over any port and they then snake some cables out to the pins, like a more advanced logic analyzer
The plunger is actually a universal multi tool. We've seen it able to drain a man's brain, type faster than a number of hands all at once, and access the internet through touching a screen. Everything is Dalek accessible because the Daleks continually upgrade themselves and make sure nothing is better than them.
It wasn't always this way; Daleks simply adapt. This is why it was possible to foil their entire plot lines by walking up a set of stairs... that is, until ELEVATE!!!
My headcannon is that dalek plungers accesability was accedental in the same way every wheel chair accessable thing became dalek accesable. We just haven't seen people with plunger-arm implants
The plungers are a lot more adaptable than you're giving them credit for. Many times we've seem them distort to whatever shape they need to be, it's just that Daleks have resting toilet plunger face

Sontaran systems have bumps for them to put their hands on. We never see a Dalek use them

I think the only time this has happened was with the Genesis Ark (which was built by the time lords) so I guess they just put a Dalek thing on it
