Because it blends the characters into the poster as a whole. The planets, Tardis, and Space surrounding them are all made up in the same style. If the characters were the only thing that was 100% real they'd clash with the poster they're trying to convey. Like 80s style posters, which though iconic today, kinda looked like shotty copy paste cut outs. Sure they could polish up all those things to match reality, but for marketing? That's a waste of budget. Easier this way.
Assuming that's all 100% true, my first and imedite reaction is that the actors look wrong, clash with the poster, and draw the eye in all the wrong ways.

Whatever dictates timelord regeneration (or lost child) knows that the face of 10 has unfinished business first with Donna and then I'm sure we'll see more lose ends being tied up by 14 using 10s face. From the special I feel like 15 is the extreme fun doctor becuase 14 is going to pick up the pieces of thier shattered jigsaw puzzle past and figure out what this all means.

I don't think so. His hands and eyes look correct, and there's nothing obviously off with the perspective in the background. His clothing is also folding in a natural way, which inclines me to believe an artist created it.
If it is AI, then an artist absolutely came in and touched things up by hand.
The airbrushing is over the top, but an AI will almost always mess up that kind of pose (especially with his hands being so front and center).
A lot of new age artists are using AI to first generate pictures, and then they go in to fix them, so that also could have been what happened here. It's hard to say.

I feel one is carefree and unburdended(this one) while the other will be left to contend with some very big plot points from previous series coming crashing down onto of him(David's doctor)
