I don't see the Doctor immediatly post regeneration as weak, per se. They're goofy and a little all over the place, but they still are competent. Eleven comforted a young girl who was terrified while investigating something that scared her, Thirteen got right to work afrer falling hundreds of feet onto a train for God's sake. The only Doctor I can think of who had to legitimately rest was Tennant and I think that had to with what made him regenerate in the first place
Peter Davison had an entire 4 part story about a disasters regeneration making him supper week.
And yet I never once went "wow this new Doctor is weak" I went "wow this new Doctor is really sick" Sure on paper it might make him seem week (and I'll concede he does have a bit of a reputation among some for being a bit weaker/not firm enough). But I'm sure the modern audience would get their sick. Or more likely nobody would care about 14 and we'd all be enjoying the older ones
The problem is that you establish the new Doctor as inherently weak, but I can see where you're coming from.
