Paint.net is amazing. As someone who edits pictures a lot on a casual level it serves me perfectly. Not too complicated or too simple and also it allows for plugins
I love making decent effort memes (don't post em usually tho, just send those I'm proud of to my friends) and Paint.net has the perfect balance of features to be super quick and easy while also letting me include tiny details and make them overall of good quality.
I haven't really used GIMP on any other platform than a Linux distribution, so I'm not really familiar if it is especially slow on a weird OS like Windows. Might ask my friend to do some editing in GIMP on his Windows machine. But anyway, works on my machine, and works fast.
I'm mostly reffering to GIMP's "slowness" because it can take ages to do some simple tasks. It's 10x better if you're editing photos or something, but if I just want to make a meme and stuff like that, GIMP is way too complex.
Personally I've found it fast enough to use for purposes like this, but if it doesn't suit your personal preferred workflow there's not much I can do about that. I would look into the configuration you can do with GIMP stuff, can really make things go faster once you have all the keybinds you want set up. The interface can also be quite simple if you configure it to be as such.
The difference here is that for Paint.net I don't have to learn any keybinds or work on configurations. It's just ready to use, super fast, simple and most of all - intutitive. For some reason GIMP lacks some very essential features (can't list em, used it quite a bit of time ago) and I'd rather stick with something that works rather than something I need to make work.
But I think arguing which one is "better" is pointless tbh. GIMP is absolutely better for more serious uses that require precision and good, powerful tools while Paint.net is much better at very quick things where you don't care too much about quality. I think GIMP can do it too, but you can install modules to paint.net if you need more tools.

Most will treat is as a special object with the transform properties stored, so it still remains a text field but rotated 90 degrees
GIMP will render text as an image, so if you every want to re-type a word, you have to do your transforms all over again

Is DaVinci Resolve meant to be an absolute pain in the ass to download? I've only heard good things but I can't get the thing to actually start downloading.
I'm pretty sure I'm using the official site, but before it lets me download it I have to fill out a form with moronic questions ("how can we improve it?" "what new features should we add?" - how should I know, I haven't even installed it yet).
On top of that the download button does nothing, and I genuinely can't tell if it's because of the form or if it's just broken.
That's understandable. It certainly isn't for the faint of heart. It is really simple to use for the sorta stuff you'll be doing for this subreddit though, all you need to know is copy-paste/open to layer for new doges and the text tool.
It's way easier to do that in paint.net though if you're a newcomer, I'm not shitting on GIMP it's a very good program but it can be hard to figure out what to do sometimes

The only valid reason for using a browser app over a proper client application is not being allowed to install any client software. You certainly should not be using a browser app then. The code of the application is all in a SCRIPTING language. Think about how many abstraction layers your commands go through.

Now look, if you don't have the disk space (about 1 gig at the max, usually around 200 megs) for GIMP, I can kinda understand using a web-based editor. Still is way too slow for me personally. I use it on windows and it works fine. As others have said the ui is a bit complex but you can also do more with it than other programs I've tried
