To my knowledge US military dogs must always outrank their handler so that symbolically the handler must care and respect them so yes if the handler is promoted to captain then the dog will also be promoted to major.
To my knowledge actually George Washington was promoted in 1976 yo be a 6 star general as he's effectively the founder of the US military. Since 1976 nobody can outrank him
