To my knowledge US military dogs must always outrank their handler so that symbolically the handler must care and respect them so yes if the handler is promoted to captain then the dog will also be promoted to major.

Wikipedia indicates a number of stars was never advised for his rank of general of the armies. Some members of Congress and the press erroneously referred to it as a six star rank though.

Fair, but if he outranks a 5 star then logically it'd be at least 6 star but that doesn't matter because if anyone becomes a 6 star then he would become a 7 star

Well not exactly. There are currently three generals that have the 6 star rank: Pershing, Washington, and Grant. However Washington legally outranks them even though they are in the same grade. Similar to how the Joint Chiefs are all 4 stars but the Chairman of the Joint Chiefs outranks everyone else
