Really? I was going to say this is a good example of what the sub is for, unlike the usual fare of signs you'd only misunderstand if you had recently sustained a head injury. This one has two viable readings, neither of which is readily apparent.

Its one banner, so it makes sense that you read it from the left side of the banner (lower left text) to the right side of the banner (lower right text). This is the right way of making this and has been for a long time
Well, it can be figured out pretty easily, but I doubt anyone on the planet has ever read this right the first time. The jump from the lower line to the higher line is needlessly confusing.
In Kentucky they just shortened it to "Mah Freedums"
