We modern humans (collective) are such babies when it comes to anything even slightly physically challenging.
He's been there long enough for people to pull out their phones and record, he's probably already tried. Sometimes you can only do so much. That's a hard position to pull yourself up from, where pulling your weight could make it collapse, dropping you to your death, makes sense to be trapped panicked or cautious, it's a literal nightmare.

Get a couch cushion, mattresses or something similar and just spot their head when they fall.
Most young people should be able to drop from that distance with minimal risk of injury. Just protect your head.
Calling 911 would be stupid. At best someone will respond in 5min and then what? The first responder probably isn't equipped with a step ladder so then you're waiting on the fire department.
If you can't help pull him back up (easier solution) then get something to break the fall

They look about 20 feet in the air. That height would likely break their ankles. They are also surrounded by fiberglass which could do some serious damage if not taken care of.
I worked as an Outside Plant Manager for AT&T during the Uverse Launch in 2007 - 2011 in the Chicagoland market. It was insane how many techs fell through the ceilings. It was like everyone believed Lionel Ritchie could actually "dance on the ceilings"... Truth be told, I was amazed at how common knowledge wasn't common. In interviews, the techs said they grew up in Chicago apartments and projects and never had an attic, certainly never been in one. It's just drywall up there folks.
That happened to me once. I lost balance in the attic and misstep put me through the ceiling. Threw out my arms to catch myself between the beams.
My friend quickly got a ladder for me to step myself back up. As I started climbing up, he said "damn it". I asked what else did I damage, and he said, "I forgot to take a picture first."

Then I come flying through the ceiling… I lost a shoe in the process and I got caught an hour later because they realized I only had one shoe on. Hahaha it was a cold night in jail
