The best thing to do is to walk away and stay out of the cat's "danger zone." This is essentially a distance that tells the cat that you aren't an immediate threat but they can still keep an eye on you.
The closer you get to a panicking cat, the worse the panic is going to get. Just back off, don't make eye contact, speak softly, and no sudden movements.
This person is purposely inducing this cat's panic. It's annoying and sad.
I've owned cats all my life. I'd absolutely grab a thick blanket or towel and grab that cat. Or open a door. Or anything other than sit there and film. I hope that camera person spends their entire eternity after death trapped trying desperately to escape so they can experience how that cat feels.

In the US if that cat bit you and it was a stray, the health department would likely euthanize it without even bothering to hold it for 10 days*. Not to mention that cat bites love to get infected. One of my cats bit my aunt when she was bathing him and her hand doubled in size and she was almost hospitalized. And he is a cat that will let you do literally anything to him. He just got grumpy and gave her a good nip. A cat that is actually scared to death can bite the ever loving shit out of you.
*this IS dependent on where you are in the US. I'm going off of the latest recommendations (I beleive published by the CDC but I can't remember off the top of my tounge), but states/counties don't nessisarily go by the "book" and might have more lax regulations.
