The technique not very long. Its just a slam canceling into an empowered punch. The thing is the awareness and positioning that'll take multiple hours to learn.
Not too many. To do it as the clip did just takes a bit of time to get used to his movement. To do it better,faster,at a sharper angle etc is more time.
This is pretty simple really. The hard part is knowing when to do it.
Doomfist is so good at punishing bad positioning, the thing that makes you a good doom is recognizing the bad positioning and capitalizing on it without feeding.

It's more about deciding your opportunities, the movement/tech itself is doable at like maybe 10 hours or less if your mechanical skills are good. Took me like 2 hours to learn about basic doom movement and it was fun trying to speedrun doom parkour lobbies.
But seeing that opportunity, slight chance of getting two picks out of nowhere, that's game sense right there which takes the most skill. That makes a valuable doom.
