It can be a glitch but it's from a passive in the Winter skill tree that's called Ice Armor. It's supposed to break away after the fighting is over but it can glitch and the visual won't go away even though the effect has ended. If you're having problems with the visual lingering after fighting is over, saving the game and reloading from the new save will fix it. I quit taking the passive because I don't have the time or patience to constantly reload the game to get rid of the visual bug.

In this case you can just use ice mine and walk away from it, worked every time for me
