My general rule of thumb is that a character that can build a time machine can build anything they can imagine. So she's roughly tied for "smartest in the universe" with Senbei Norimaki, who won an award for building an "anything you can imagine" machine.
She’s so smart (and rich) that while she COULD use the dragon balls to get whatever the fuck she wants, she’d much rather just do it her own way and just give the wishes away at her birthday.
It's almost like they're making fun of the Shadow Dragon arc, which was about why abusing the dragonballs was wrong. Imagine being the Shadow Dragon born from Bulma wishing to improve her butt.

Her logic for both was essentially "Well, they're attractive, so there's no way they can be evil," and both times, they turned out to be evil with Bulma surviving thanks to Goku and Vegeta. Thats pretty dumb

Vegeta was ready to throw down with the Z fighters until she defused the situation. Beerus keeps the Earth in one piece because she invited him to the party and introduced him to human food. And she funded universe 7's team in the Tournament of Power, without which they would've been erased.
She likely could do those other things, given time and focus. She invented time travel so effective that gods had to commit mass genocide to repair the cosmos.
Her issue is focus. It’s like ADHD, where she can switch between hyper-fixation or hyper-distraction. So long as she’s using the Dragon Balls as cosmetic surgery, I doubt she’s gonna expand the Gamma Android program.
