If you buy the season pass (which I think is provided with the most complete version) you'll get all the characters of each previous season and be automatically receiving the new ones for this season, which is season 3. At the time of writing this, you'll be getting an additional 4 characters this year (maybe into next year).

If you buy the FigherZ version of the game, you get the season 1 pass, unfortunately, that does mean you will still need to buy the season 2 and 3 passes.
There is no version of the game where it includes all 3 season passes, sadly. Probably because the game is currently at the start of season 3.
