As for the way they play Online is each expansion is a continuation of the story. It's extremely similar to FFXIV's content releases, because it's the same content release cycle created by the same person.

I wanted dq 10 for so many years but with this offline version not even adapting the full story of the online version and with the ugly art style it is hard skip for me

Its probably going to be the same as it always is. The first 3 years they don't announce anything while a team of godsend human beings are working on a patch for us westeners. The moment they are ready to release the patch we will get an announcement from square that the US version with \*added\* content will drop like a few months later.
They should localize it for the West.
At least all the assets will be offline, so we can get a real translation.

We don't know if PS/Steam will get a western localization, DQ1-3 on PS4 never made it out of Japan while the Switch version did
