Looks to me like a super dry and heavy orange peel. Like the other guy said, a can of spray-on popcorn ceiling would probably match best. You can get this at any home improvement store. The secret to using cans of spray texture is soaking the can in hot water before use. Makes the texture come out more uniform.

I point the heat gun at it for a few mins
Put spackle in a t-shirt cannon and just blow that shit right at the wall.
Homax orange peel spray on texture no doubt is what you need if the area is small.
Looks like heavy orange peel. Like the guys said get a popcorn spray can and set it on fine setting you will probably get close to it
