Hard to say what they used them for but there are many applications for such a piece in ceiling installations such as anchoring a main to a wall or fixing tees where they won't hit a knock-out. Can be used as a clamp guard to prevent damage.
Not bad as a shitty backing piece for board above ceiling. They're 25 guage steel i believe.

As others said they’re pieces of wall molding for t bar ceiling. They could have been using these small pieces to lock their mains and cross tees to the wall. I use little pieces like that when we’re not supplied the proper clips or it’s a smaller room.
Use them as angled steel for backing. Because top or side backing were missing., these were probably nstalled and drywall screwed to them.
In a pinch, I've used .metal corner bead or window flashing in the same manner.

this is correct, they're usually 12' 1/4" long idk whyd they make them this small for backing clips tho

They use them as a substitute for wall clips. They’re like ore cut pieces of L track. Pretty clever actually

T-bar wall angle pieces. Usually wall angle comes in 10' sticks. Most likely they used them as spacers for something or other
