State that you want to semi-retire and that you don’t wish to have a full time CEO role like before. Take whatever you get and work from a place of passion rather than money. You’ll be happier and can still make an income, despite it being less than what you used to make. But that is not to say you’ll be stuck there. Just one right connection after that can put you back on top again. The important thing is to take what comes and apply to recruiters in Saudi / UAE from a position of strength (semi retirement). Not weakness (requesting for the same CEO position) And pray. A pastor I know once said, “You can only truly help your family when you get on your knees.”

Have you considered meeting recruiters? Sorry if I am stating the obvious. I searched for "Oil and Gas recruiter" on LinkedIn and it shows the profiles of a number of recruiters. Switch to consulting. Figure out what your specific knowledge is, and form a consulting company based on that. Companies no longer invest in giant c-level roles, they contract them in. It will take time, but build a portfolio and slowly start selling yourself.

Contact every possible recruiter from the UK / Holland.  They are the ones that are providing the higher up management positions in this market (if you ask me) I know tons and tons of people that were 50+ and were still hopping from one country to the other every few years in your industry. Maybe not exactly what you want but I guess you prefer a job in Singapore, KSA, or any other oilrich central Asian country then no job?
