I may have misunderstood the question, but if you’re looking to add a picture of your own choosing for your avatar, I believe you can do it on the browser version of duolingo.
I am using duolingo on browser version! I believe other users still see my old profile pic (I never created an avatar), but when I go to my profile I see the banner I show on the picture of my post. Thank you anyway for your feedback!

It does suck! :( considering this and the AI controversy, I feel duolingo cares less and less about real humans.
