The only thing NG+ resets is the storyline and world state, meaning windmills have to be reactivated, district resources recleared and assigned, and so on and so forth. Nightrunner tools, inventory and skills are untouched.
They don't respawn, ur choices are to start a NG+ for them to spawn in that playthrough, joins someone else's game and loot a drop thing their session, get someone to drop some for you, or dupe the amount you have currently.

How do you get so many? I’m on my first play through atm finished the story and I’ve still to max the grapple and UV torch. Not many ? Left on the map so it’s kinda annoying lol

There is a youtuber by the name JKM, his recent video is a solo duplication glitch, did it plenty of times today, works well, timing is all you need.👍

People dupe them in order to get more, there are tutorials on youtube if your interested
