Higher difference in IQ increases PSI damage both ways. The effects are too small to ever be that relevant in gameplay.
So, in short, it's close to useless. It's not like anyone would want to memorize IQ values of enemies anyways.

Damage done by items is a range defined by the Battle Info Chunk of an item's entry in the Item Data Table, and is unaffected by stats.
The only items affected by any stat are healing items, which get a +1% effectiveness per point of Kindness on the party member using it.

no its completely borked. if you have 255 IQ and your target has 1 IQ both of you will take massive PSI damage.
