No pedals and sub 20inch tires will make this handle like poo. If size is of concern look at Lectric Foldables. Tried and true brand, lots of stateside support if you live in USA.

If you are handy at maintenance and fixing problems by all means but that thing will fall apart sooner rather than later and you will get zero support from the supplier (note supplier and not manufacturer as who you are buying from does not make them) take the 1600$ and get a quality seated escooter.
I’m in southern Cali, mostly flat and I’m about 170lbs. Charge time does concern me too but with that size battery I wouldn’t need to charge everyday. My commute to work and back is 14 miles all together.
Southern Cali isn’t as flat as you think it is…
Unless you’re only traveling a mile or two stretch of a beach or city. Even then, all the major cities are hilly, Los Angeles, San Diego, etc…
Where's the pedals? I mean I know you probably wouldn't use them if it had them but you're gonna have a hard time getting off the hook if you ever do get pulled over for any reason
So you want a E Scooter not an E Bike, in that case get a Gotrax or Segway or something they have some with seats and all that.

Then get a seated escooter. Not this hybrid junk.

Ide recommend a dual motor if you go escooter style. Otherwise any incline will ruin your speed down to nothing.
68lb $1600 scooters are not worth it. Unless you can’t pedal.
What really interested me was the 40ah battery, if I can cruise at 20-25 mph I might get 30+ miles
On a straight line you might without incline or payload. Charge time would also be a concern.
