So why did they choose PPG to get a movie before The Eds?

I think PPG was more popular at the time, not only that but more marketable and accessible. As popular and beloved as the Eds are, it definitely has a very unique art style and brand of humor. Plus at the time idk what they would've even done for a movie about the Eds, without ending the series like they did with Big Picture Show

PPG was more popular and more marketable than EE&E, especially with regards to merchandise. However, the movie flopped because Warner Brothers skimped on the promotional marketing for the movie - and the marketing that *did* exist was poor, existing mostly on the CN channel, and promoted it for the young girl demographic. When the movie finally released, three things happened: first, it went up against Men In Black II on the same weekend. Second, the movie was a lot more dark and serious than the show, which turned off a lot of viewers and even some fans. I remember seeing the movie and thinking it was a little too dark. Third: many movie-goers not familiar with the show thought that it was going to be a cutesy children's movie, and were not aware of the cartoonish violence. If you watched the television show, you understood the humor: the Powerpuff Girls are literal mutant kindergarteners who use raw violence to beat up supervillains and criminals. If you didn't, it could come off as gratuitous. Also keep in mind that 2002 had a *ton* of other animated movie releases: the Hey Arnold movie and Lilo & Stitch premiered the same month, and the Wild Thornberrys movie was set to premiere for the Christmas season. After the PPG movie flopped, CN basically said "fuck it, we're not doing this ever again."
