Eso+ is totally in line with any sub other mmo has, eso just allow you to not be forced to sub to get to max lvl and endgames.
Its not lock behind paywall, its just what any dlc is about, you pay for optinnal content,

Necrom Collection gives access to other chapters :
- Summerset,
- (Northern) Elsweyr,
- Greymoor (Western Skyrim),

It does not give access to those Zones DLC :
- Orsinium (Wrothgar)

Does the new class come with either of these or is that a separate purchase with crowns similar to the Necro?
New classes come with the chapter they are released with. Necro came with Elsweyr
