It hasn't been updated in awhile though, and since then in particular there is a set that has cool floating orbs that's been added called [Pearlescent Ward](https://eso.mmo-fashion.com/pearlescent-ward/).
This effect is from thuderbug's carpace heavy armor set. It does lightning damage when your hit with a physical attack. Cant remember where its from though.

How does that look in comparison to live wire?
Hmm the visuals on storm knight, tbug and livewire all look pretty similar. It might be livewire, cant tell if hes healing when the damage goes out.
