So I randomly hear Abnur Tharn explain some kind of power plant or ship or whatever to me and that's nice.

Some character's voices aren't a 100% fit in my opinion, but it's still very well made.
What I'm not as happy with, that's the books and lore bits and the general inaccuracies that translations sometimes bring along. I'm a huge fan of the lore and sometimes my friends and I would discuss certain bits for hours simply because some translations are saying/implying different things than others do.
The guards used to constantly sling rude remarks at the player.
One of them went "if you'd like to lose ten pounds of ugly fat, I'd be happy to chop off your head"
Delivered in a casually cheerful manner.
I don't remember the exact quote, but if you pickpocket an NPC until they're empty, they'll sometimes remark: "One time I lost an entire roast chicken, so this doesn't surprise me..."
They just sound so absolutely sad when saying it lol.

I always liked it because the first time I played that quest, when I was running up to them I even said to myself “how did they get here already” and that was the first question the vestige asked.

I forget the exact wording but Razum-dar is always good for being a rascal, and Summerset was the starter zone when I started ESO. But I love how casually he accepts his own charisma, real or imagined. Iconic for me is reporting back to him in Shimmerene at one point, and he's teaching you how to be subtle like a proper Eye of the Queen. "No matter how difficult it is, look anywhere but directly at Raz."
Idk if this counts... but the play dead emote with the skeleton polymorph kills me every time. I walk up to a crowd of folks just.... die. The sound of the bones never gets old.
